Error: "could not load file or assembly 'IdentityADConfiguration' or one of its dependencies. Access is denied" when accessing WebAdmin

Symptom:

When Accessing WebAdmin the following error is displayed:

Server Error in '/VEDAdmin' Application
Could not load file or assembly 'IdentityADConfiguration' or one of its dependencies. Access is denied

Cause:

The user configured to access the database does not have enough rights on the server to access the temporary .NET files.

Resolution:

Give access to temporary ASP.NET that exists in C:\windows\Microsoft.NET\Framework\V4...

Right click folder --> properties --> Security tab --> Add Network Services --> give Modify access.
