Error: VeriSign Certificate Renewal fails with error "950b"

Symptom:

A VeriSign CA certificate renewal fails When attempting to post a CSR with VeriSign Error Code: 950b 

Cause:

This error is caused by submitting invalid STATE information in the CSR.

Resolution:

 VeriSign expects the full STATE name. For example, Utah and not UT.
