Symptom

An Error “The service cannot be started, either because it is disabled or because it has no enabled devices associated with it” is displayed when trying to retrieve Certificate template from Microsoft CA.

Cause

This issue is likely due to the Secondary Logon service not running.

Resolution

To resolve this issue, make sure the Secondary Logon service is running and set to automatic.
