Error: Services fail to start with "Error 17: The system cannot move the file to a different disk drive"

Symptom:

Windows services for Venafi Trust Protection Platform and LogServer fail to start with error:

Error 17: The system cannot move the file to a different disk drive

Cause:

This can be caused by the Venafi Operational Certificate (VOC) being in a bad state such as expired or in error state while renewing.

Resolution:

Correct the state of the VOC. Check if another server is operating where we could fix the error or revert to still valid previous version of the VOC.
