Cause:

Server 2016 installs with HTTP2 enabled by default, for some reason Firefox attempts to send the commands over both standard HTTP and over HTTP2

Mozilla are aware of the issue and are investigating.

Resolution:

Either use another browser type or

Disable HTTP2 on the TPP server using the following:

  • Navigate to  HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\HTTP\Parameters
  • Add 2 new REG_DWORD values:
    • EnableHttp2Tls
    • EnableHttp2Cleartext
  • Set both values to 0
  • Reboot the server
